Owning Ports & Terminals
In today’s oligopolistic shipping landscape dominated by major carriers and integrated terminal operators access to stevedoring space has become increasingly limited and competitive. Recognizing this shift early on, OSL Group strategically positioned itself through the ownership and operation of key port assets.
In 2007, Orissa Stevedores Limited made a pivotal move by acquiring Gopalpur Port, then a fair-weather port, and successfully transforming it into an all-weather operational facility. This marked a significant step in OSL’s vision to create infrastructure that supports year-round cargo handling and growth in regional trade.
Furthering this strategy, in 2023, OSL Group took over West Quay 6 at Visakhapatnam Port Trust on a 30-year DBFOT (Design, Build, Finance, Operate, Transfer) model. This project aims to modernize and optimize the berth to serve a wider range of cargo and clients efficiently.
With a forward-looking approach, OSL continues to explore opportunities at various ports and terminals across the country, reinforcing its commitment to infrastructure development and resilient supply chain connectivity.



Gopalpur Ports Limited: 2006
As part of its forward-looking vision to strengthen India’s maritime infrastructure, OSL Group undertook a landmark initiative in 2006 by acquiring Gopalpur Port through a global tender. At the time, Gopalpur was a fair weather port with limited operational capacity. Under OSL Group’s administration, the port was systematically transformed into a modern, all-weather facility capable of handling cargo year round.
This strategic upgrade significantly enhanced the port’s operational efficiency, positioning it as a key gateway for cargo movement along India’s eastern coast. OSL Group’s investments in infrastructure, technology, and process improvements have driven substantial growth in cargo throughput, reinforcing the port’s critical role in regional trade and logistics.
In a major step toward scaling operations and accelerating development, OSL Group entered into a strategic partnership with Adani Ports and Special Economic Zone Ltd.in 2024. This collaboration is aimed at further modernizing the port, expanding its capacity, and strengthening its competitiveness as a multi-cargo hub.
Terminals:
West Quay 6 Terminal – Visakhapatnam Port Authority: 2024
As part of its strategic expansion into terminal ownership and operations, OSL Group has taken a significant step by securing the rights to develop and operate the West Quay-6 (WQ-6) terminal at Visakhapatnam Port Authority (VPA). This project, structured under a Public Private Partnership (PPP) on a Design, Build, Finance, Operate, and Transfer (DBFOT) model, focuses on enhancing the terminal’s capabilities to handle up to 5.18 million metric tons per annum (MTPA) of dry bulk cargo.
Following a competitive bidding process, Orissa Stevedores Ltd (OSL) was awarded the project and established a 100% subsidiary as Integrated Cargo Terminal Pvt. Ltd. for its execution. A 30-year concession agreement was formally signed with VPA on March 26, 2024, with operations commencing from December 11, 2024.
Operations at WQ-6 began with the berthing of MV KSL FUYANG on December 14, 2024. The vessel was loaded 20,000 MT of rough granite blocks for Elite Shipping Agencies, marking the operational debut of the terminal. The event was graced by senior officials from Visakhapatnam Port Authority.
This milestone underscores OSL Group’s long-term commitment to developing modern port infrastructure and contributing meaningfully to India’s maritime logistics ecosystem.
The terminal is the only berth in Visakhapatnam Port having a large back up area of 2.3. Acres at the berth equipped with 100 tons of static weigh bridge. Additionally, a dedicated stack yard of 12.2 Acres area within a proximity from the berth surrounded by high raised boundary wall and static weigh bridge shall provide reduced turnaround time of vessels and overall logistic cost to its valued users.
